-------------------------------------------------------------------------------- Directions : Preheat oven to 325°F. Melt butter in a pan over medium heat. Slowly stir in flour, salt, and milk. Stir constantly until sauce becomes thick. Coat a 9x13" pan with non-stick cooking spray. Place snapper in pan and cover with shrimp. Cover the shrimp with the white sauce from the pan and then sprinkle with cheese. Bake for about 20 minutes uncovered.
